Once the project scope has been broken down into manageable components through the Work Breakdown Structure (WBS), the next step in project scheduling is to identify and define project activities.
Activities are the individual actions or tasks required to produce project deliverables.
In essence, if the WBS defines what needs to be done, activity definition explains how it will be done.
A project activity is a specific piece of work that consumes time and resources and contributes to the completion of a deliverable or milestone.
Characteristics of an activity:
Example:
WBS Element: Develop User Interface
→ Activities: Design wireframes, Create mockups, Obtain stakeholder approval.
Start by examining each WBS work package and determine what specific steps or tasks are required to complete it.
Break each work package into smaller, manageable activities that can be estimated, scheduled, and assigned.
For each activity, specify information such as:
Ensure all necessary work is represented — no more, no less.
Avoid duplication or overlapping tasks.
Compile all identified activities into an Activity List, forming the foundation for sequencing and scheduling.
| Technique | Description | Example |
|---|---|---|
| Decomposition | Breaking down WBS work packages into smaller, manageable activities. | “Develop Module” → “Code”, “Test”, “Review”. |
| Rolling Wave Planning | Defining near-term activities in detail while leaving future tasks at a higher level until more information is available. | Agile or evolving projects. |
| Expert Judgment | Consulting experienced team members or specialists to identify necessary tasks. | Consulting senior engineers for technical projects. |
| Templates and Checklists | Using standardized lists of common tasks for similar project types. | Using a standard checklist for construction phases. |
| Brainstorming or Workshops | Collaborative discussions to capture all potential tasks. | Team session to outline testing steps. |
| ID | Activity Name | Description |
|---|---|---|
| A1 | Conduct Requirement Analysis | Gather and document stakeholder requirements. |
| A2 | Develop Prototype | Build and test sample design. |
| WBS Code | Work Package | Activity ID | Activity Description |
|---|---|---|---|
| 1.1.1 | User Interface Design | A1 | Conduct UI requirement gathering |
| 1.1.1 | User Interface Design | A2 | Create wireframes |
| 1.1.1 | User Interface Design | A3 | Review and approve UI mockups |
Identifying and defining project activities transforms the project scope into actionable work.
It is the bridge between what must be delivered and how it will be delivered.
When done correctly, it leads to accurate schedules, realistic resource plans, and greater control over project execution.
